Public Benefits Director or Supervising Attorney

The New Mexico Center on Law and Poverty is hiring a Team Director or Supervising Attorney to address hunger and strengthen public assistance programs for children and families in New Mexico, including SNAP, TANF, childcare assistance, and Medicaid.  This position will lead the Public Benefits Team’s work with community and family leaders to increase access to income, food, and other basic needs for New Mexicans. Our team engages in both policy advocacy and litigation that seeks fairness and equitable access to benefit systems. This includes improving program awareness and outreach,  simplifying rules and application systems, removing barriers impacting immigrant, tribal and other communities, and responding to federal policy changes. This position will provide legislative and administrative advocacy, community outreach, know your rights education, and coalition-building; and legal representation and impact litigation. While the team’s primary focus is public benefits, there is opportunity to advocate on a broad variety of legal and policy issues that are priorities for our communities.  The role can be tailored to applicants with more management experience (Team Director) or provide opportunities for professional development to grow your management skills (Supervising Attorney). 

NMCLP is a nationally recognized nonprofit law firm that engages in systemic advocacy and impact litigation to advance the health, economic, and educational wellbeing of New Mexico’s families. We partner with communities across New Mexico, including immigrant and Native American communities, to provide advocacy and representation through the courts, the legislature and administrative agencies, community education, and media.  NMCLP prioritizes education, housing, food and health justice, public benefits and workers’ rights, among other issues.

  • Supervise team members and law clerks by overseeing work product quality and fostering professional growth, within an inclusive and collaborative environment.  
  • Ensure that team members have access to the resources they need and tools to grow professionally.  
  • Lead team planning and the integration of team plans into the broader organizational strategic planning through collaborative meetings and use of project management software. 
  • Develop team goals, objectives, work plans, and monitor progress toward achieving them. 
  • Evaluate team outcomes and participate in organizational reporting, learning, and continuous improvement efforts.  
  • Manage relationships with key agencies, advocacy partners, and community partners. 
  • Develop and maintain current expertise in specified program areas of NMCLP.
  • Conduct legislative and administrative advocacy campaigns in specified program areas.
  • Plan and implement litigation and legal projects, and represent clients by investigating facts, conducting research and resolving systemic legal issues.

Qualifications and Experience

  • Demonstrates a deep understanding of and relentless commitment to NMCLP’s mission, and economic and racial justice for New Mexico’s communities.
  • Passionate about Public Benefits and/or eager to become an expert in this area.
  • Indomitable, no-stone-unturned approach to advocacy, characterized by thoroughness, accuracy and credibility and relentless commitment to standing with communities and advancing justice. 
  • Law degree and 5 years experience for Team Director; law degree and 3 years experience for a Supervising Attorney.
  • Excellent research, writing and legal advocacy skills.
  • Ability to build trust and work effectively with community members, coalitions, advocacy partners, and other stakeholders in support of community-driven advocacy and systems change. 
  • Ability to be articulate, persuasive and effective in communicating with diverse audiences, including policymakers, funders, and the media, and in the face of powerful opposition. 
  • Ability to develop expertise in complex regulations and policies.
  • Ability to problem-solve creatively and develop innovative advocacy strategies.
  • Demonstrated ability to lead teams, facilitate productive discussions and decision-making processes, and collaborate effectively with colleagues and partners to advance priorities.
  • Strong planning, organizational, and project management skills.
  • Adaptability and willingness to learn and use new technologies, processes, and approaches to improve organizational effectiveness and impact.
  • Success in managing and supervising employees, fostering accountability and professional development, and a commitment to continued growth as a supervisor. 

Preferred 

  • Strong Spanish language skills.
  • Knowledge and experience in advocacy, lobbying, legislative, government administrative processes.
  • Experience living in and/or working with low-income communities.
  • Experience in establishing working relationships with nonprofits, businesses, and government.

 

The position currently supervises one full-time attorney and will report to the Policy Director.   The typical salary range is $92,000-$115,000 for Team Director and $86,000-$110,000 for Supervising Attorney, dependent on experience.
